We receive CP and  L.O.I.'s from the Buyer.

*Procedures – 2 Options
OPTION 1 (SBLC)
1. Seller Issue Commercial Invoice.
2. Buyer issues a Standby Letter of Credit “SBLC”, (Irrevocable, Transferrable, Assignable and Divisible) by MT760, naming Seller, and or Refinery as beneficiary, from a top 20 -rated World Bank, acceptable to  Seller’s Bank.  
3. Seller provides official ATV to Buyer to conduct a physical verification of fuel in Loading Port / Tanks, inclusive of DTA, Fresh SGS, Injection Report and Tank Receipt to Buyer.
4. Buyer instruct SGS agent to conduct Dip Test of the Product Allocation in the Suppliers / Seller’s Tanks on Buyer’s Expense.
5. Upon Successful Dip Test, Buyer Provides TSR and ATI and Seller shall immediately submit the Full Proof of Product (POP) to the Buyer Company, and Buyer Makes 100% Payment by MT103 / TT wire
   Transfer within 24hours.
6. Injection to of product to buyers tanks commence.
7.  Seller issues Final SPA Sales and Purchase Agreement to Buyer Company to review Contract on R/E Monthly Deliveries.
8. Buyer review and approves Contract.
9. Buyer pays after successful Dip Test by MT103 Wire Transfer on each Monthly Quantity.
10. The Subsequent delivery shall commence according to the terms / conditions of the Contract.
*Option 2 (Logistics Secured)
1. Buyer Company Issues LOI to Purchase Products.
2. Seller issues Pro Forma Offer for Buyer to endorse and return to seller, along with Tank Storage Agreement (TSA/ATV) as Proof of Storage Availability.
3. Seller issues Dip Test Authorization Letter to be signed by all Parties including Buyer Tank Farm for Proof of Readiness / upon receipt of signed DTA.
* The DTA letter can be replaced with letter of attestation from buyer’s tank farm.
4. Seller provides official ATV to Buyer to conduct a physical verification of fuel in Loading Port / Tanks, inclusive of DTA, Fresh SGS, Injection Report and Tank Receipt to Buyer.
5. Buyer instruct SGS agent to conduct Dip Test of the Product Allocation in the Suppliers / Seller’s Tanks on Buyer Expense.
6. Upon Successful Dip Test, Buyer Provides TSR and ATI and Seller shall immediately submit the Full Proof of Product (POP) to the Buyer Company and Injection of the Product Proceed.
7. Buyer Makes 100% Payment by MT103 / TT wire Transfer within 24hours, and after confirmation of Buyers’ payment; 8. Seller issues Final Agreement to Buyer Company to review Contract on R/E Monthly Deliveries.
9. Buyer review and approves Contract and Issues SBLC/IRDLC Irrevocable, non-transferable, auto revolving for 12 months Shipment Value, Documentary Letter Of Credit for Length of Contract and for each lift-able as schedule.
10 Buyer pays after successful Dip Test by MT103 Wire Transfer on each Monthly Quantity.
11. The Subsequent delivery shall commence according to the terms / conditions of the Contract.

Program 2 Colonial Grade 54

Seller is waving step 2 so you go on board and verify fuel immediately. 
350,000 bbls per week and volume Can increase to 2 / 3 vessels per week... 


1. Buyer Provides ICPO addressed to the seller representative and all parties endorse the NCNDA/IMFPA.
2. Seller issue commercial invoice (CI) to buyer, buyer countersign and return back with a copy of TSA (Tank
Storage Agreement) at Rotterdam Port.
3. Upon the receipt of countersigned CI & TSA, Seller issue the below proof of product to buyer:
- Bill Of Lading
- AUTHORITY TO BOARD – (ATB)
- AUTHORITY TO DIP TEST – (DTA)
Seller provides the Authority to Dip to the Buyer to have Quality test done by SGS, INTERTEK or
Similar Testing Company within 4 hours after receiving such documents, and buyer will do on his
expense.
4. After successful SGS inspection and receiving Confirmative SGS Dip Test Analysis makes a TT Wire
Transfer or MT103 payment for the total of the Product Commercial Invoice.
5. Buyer Issues a verifiable and active / valid Tank Storage Receipt (TSR) and Authority to Inject (ATI), for
Buyer to have the product injected into his Tanks.
6. Seller change title of ownership to buyer's name and seller pays all intermediaries accordingly.
Note: Should the delay the Dip Test and or Injection Process, he / they will become liable for any and all
Demurrage costs occurred due to this / these delays.
Note: Following successful completion of the first lift trial order, parties will execute a 12-month term delivery
contract for 350,000 Barrels of product per week, as agreed per delivery schedule.
- Payments for each shipment shall be settled via SWIFT MT103 Wire Transfer or T/T.
