 We, under  penalty  of  Perjury hereby  confirm  our  Availability  and  Capability  to  Supply  Russian  Petroleum Product  for  spot  and  contract  sales.  The  Supply  is  guaranteed  to  meet  the Specifications and Pass through the stringent requirements of SGS or Equivalent. Financial Statement from the Buyer's bank clarifying buyer's financial capability will  be  required  to  consider  buyer's  negotiations.  Only  direct  negotiations  from end buyers, representative and mandates will be considered.

1.   Buyer issues ICPO and company registration certificate.   2.   Seller issues Commercial Invoice (CI) for the first delivery for buyer signing returning to the Seller. 3.   Seller send TSR to Buyer and Buyer send TSA to the Seller, for the Seller to submit with their Tank farm for open communication and assessment. 4.   Upon complete verification and approval of the buyer and seller's tank facilitator, buyer provide TSR and seller will issue the below documents: · * ATV· * DIP TEST AUTHORIZATION · * PP (PRODUCT PASSPORT) * CERTIFICATE OF ORIGIN OF THE PRODUCT 5.   The buyer issues cargo logistics after Dip test analysis to be conducted within Tank validity period. 6.   The Seller program the product injection in tanks of buyer. It includes the following documents: * PIR- PRE INJECTION REPORT ·. * EXPORT LICENSE, * ATSC - AUTHORIZATION TO SELL AND COLLECT 7.   Seller, Buyer and Tank Farm Company opens communication with the Pipeline /Rail way Transportation Company to summarize the product injection schedule date and time of arrival to the Tanks the buyer. 8.   The seller completes the injection of the product via Pipe Plane and the buyer pays the seller via MT103 and intermediaries. 9.   Seller and buyer pays out intermediaries involved successfully as per NCNDA/IMFPA. 10.   Seller transfers products title ownership to Buyer’s name. 11.   The buyer issues a SBLC via MT 760 for the remainder of the contract for the agreed extended months.

 CI DIP AND PAY RUSSIAN PORT AND ROTTERDAM/HOUSTON PORT SELLER SECURE TANK.  1.   Buyer issues ICPO. 2.   Seller issues Commercial Invoice, Buyer signs and Returns back to seller 3.   Buyer provides to Seller its Leased TANK STORAGE AGREEMENT and ATV. 4.   Seller issues to Buyer the NOR (Notice of Readiness) to Commence the Injection of the product 5.   Seller leases the Buyer's tank for 2 days, and commence with the injection of the First Month Shipment Quantity from the Refinery Reservoir through the Pipeline into the Loading Port Storage Tanks or Tank to Tank.   6.   Seller issues DTA to Buyer, Buyer pays for the extension of the tank storage, and Buyer inspects product with SGS Agent. 7.   Buyer Successful Q&Q Dip Test on the product, Buyer makes the payment for the Total Value of the Product Injected into the Tanks Through the means of MT103-TT. 8.   Upon Seller Receives the Payment for the Product from the Buyer, Seller issues to Buyer the Title Ownership of the product and all Exporting Document of the product. 9.   Buyer lifts the product with its Vessel Tanker.  TRANSACTION PROCEDURE FOB/ROTTERDAM-FIRST LIFT- SPOT  1.   Buyer issues ICPO. 2.   Seller issues the Commercial Invoice (CI) for the first delivery for buyer to signing returning along with buyer TSA to Seller. 3.   Seller issues the following documents to verify the product in tanks Seller: * TSR- TANK STORAGE RECEIPT * ATV- AUTHORIZATION VERIFI * DTA * PRODUCT PASSPORT 4.   Upon document issue by seller, buyer issue TSR to seller. 5.   Seller verifies the TSA, TSR and Cargo Logistics to enable seller inject. 6.   The seller completes the injection of the product in Tanks Buyer, the buyer conducts Dip Test by SGS, and satisfactory result pays the seller via MT103 and intermediaries. 7.   Seller and buyer pays out intermediaries involved successfully as per NCNDA/IMFPA. 8.   Seller transfers products title ownership to Buyer’s name. 9.   The buyer issues a SBLC via MT 760 for the remainder of the contract to 12 Months.
